Amid complaints of corruption, irregularities; OPF reluctant to act

Amid claims being made by incumbent government to build a corruption-free country, the Oversea Pakistanis Foundation (OPF) management seems reluctant to take action against officials involved in financial embezzlement of millions of rupees and other irregularities.
The documents available with Daily Times stated that the authorities deducted corruption of Rs 3.12 million in OPF Girls College F-8/2. The ministry of Oversea Pakistanis is monitoring body of the college.
As per documents, such mala fide practice was done in respect of fee received from the students. The college has enrollment of hundreds of students. An official privy to the all information, seeking anonymity, termed the practice very ‘shocking’. “Instead giving some kind of relief to the students, the OPF indulged their money was very shocking”, he said.
Additionally, the college management also committed some sort certain of irregularities in maintenance of record.
According to the inquiry compiled by finance division of the OPF, the fee collection account was not well maintained. “During inspection it has been observed that fee collection account of the college has not been properly maintained while an amount of Rs 3,120,000 was found outstanding on this account”, reads the inquiry report, adding that the provided information by the college (to OPF authorities) was concocted and deceiving.
The report further stated that during inquiry proceedings, the principal with her staff could not clarify the deficits between received amount of fee and deposited amount by the college in the its official account. “It is, therefore, apprehended that the staff (of college) is apparent connivance, collusion and collaboration of the principal, might have collected fee (of students), in cash, from those students appeared as private candidates in addition to regular but deposited certain fee in to OPF fee account when it was surfaced”, reads the report.
It added that besides irregularities in fee collection, other receipts on account of degree awarding program and other miscellaneous receipts including receipts from music concert of the college, have not been properly accounted for in the books of the college against the millions of rupees to have been collected and expensed out beyond records.
While mentioning incumbent Principal Shaheena Masood, the report said “you as a principal and administrative head of the institution did not monitor fee collection, from students on roll of the college due to which the institution sustained financial loss of Rs 463,160”.
Interestingly, the principal also provided residence some of her blue-eyed male employees in the college hostel, while the living of the male in the college was not allowed as per law. Such illegality was also pointed out in the report.
“You, as principal of the college, in transgression of the powers allowed residential facilities to numbers of male employees of the college in girls college hostel premises, exclusively meant for female”, report added.
The principal was also inquired about the enrollment target for which she remained fail to achieve. “You have failed to meet required target for enrollment of 220 students as initially fixed at the time of launching of graduate and postgraduate degree programs”, revealed report.
The sources said that the principal Shaheena Masood has been occupying the position since 2008 and since then she continuing to do such mala fide practices. They said that she has close terms with higher authorities in the ministry due to which no action has been taken against her over such violations.
“After Zulfikar Bukhari, took charge as Special Assistant to Prime Minister on Overseas Pakistanis and Human Resource Development, we linked hopes with him that he is upright person and would must take action against such malpractices”, said a teacher very optimistically but at the same time she regretted while saying “however, our all expectations crashed when he, instead taking action over the issues, started transferring and posting the teachers who took stand in different courts over the overwhelming issues of the college”.
According to the documents, the academic credentials and qualification, on which Shaheena Masood had been appointed, was also suspicious.
Despite repeated attempts by Daily Times, Bukhari could not be approached to have comment over the issue.
