Workshop: Local Government- A Key to Development and Effective Recovery from COVID -19

Transparency International Pakistan has successfully conducted a workshop on Local Government in collaboration with City Institute of Image Management, Karachi Metropolitan Corporation (KMC). The objective of the workshop was to discuss how instrumental the local government is in dealing with the challenge of COVID-19 Pandemic at the grassroots level.

The meeting was attended by 25 local government representatives including 9 females and 16 males. The session was also attended by two female MPAs from ruling and opposition parties who had also served as local city councilors in the past.

The meeting started at 2.15 PM with the recitation of the holy Quran. Thereafter, Mr. Muhammad Shahid, Director City Institute of Image Management (CIIM), KMC gave opening remarks about the session and the past performance of the institute. Then, Mr. Kashif Ali Shaikh, Program Manager TI Pakistan gave a detailed presentation on the ‘IMPORTANCE OF LOCAL GOVENRMENT DURING COVID-19’. He first discussed the role of TI Pakistan during Covid-19 crises, and highlighted the importance of Local Governments Action during the COVID-19 Pandemic Emergency Response. He shared best practices from Asia Pacific on the key areas in which Local Government has played frontline role during Covid-19 crisis such as managing workforce and communication, providing reliable information to the public on Covid-19, and at the same time gathering data on affected citizens and/or possible carriers.

Thereafter, Mr. Ashfaque Ahmed, Program Coordinator TI Pakistan gave a detailed presentation on Sindh Local Government Act 2013. He discussed social accountability tools such as RTI, and Citizen Report Card Study which local government representatives can use to enhance citizen participation in the local government. He also discussed the effective role of local government in dealing the challenges at grassroot level and how local governments can generate fund and allocate resources at the local level in solving local problems.

During the open discussion, local government representatives highlighted the important role they have been playing during Covid-19 and the challenges encountered by them. Participants agreed that an effective local government is the essence of democracy and must be empowered more for effective service delivery in the province.

At the end of the session, plaques were given to the guests and certificates were distributed among the participants.
