Sindh Government makes Coronavirus related procurements most Transparent in Pakistan

During these extraordinary times, the governments’ world over are spending billions of dollars on coronavirus-related procurement on emergency basis, bypassing Competitive bidding. Such procurements are highly risky and open to corruption. It is therefore critically important that procurements without competitive bidding are done at market prices and are transparent.

Though the procurement rules allow procurement on Direct Contracting during the Covid-19 emergency, Transparency International Pakistan has been advocating by urging the provincial and the federal governments in Pakistan to make all Covid-19 related contract information publicly available on the Procurement Regulatory Authority’s website so that prices are known to public, whereby public can scrutinize any overpriced purchase by comparing prices between different departments.

As a result of TI Pakistan’s advocacy, the provincial government of Sindh has issued the notification to all the procuring agencies in Sindh who are selecting “alternative methods of procurement – Direct Contracting” advising to hoist the contract award information ( BOQ with rates) of all the contracts award on the Authority’s website. The notification also requires the procuring agencies that in future the contract award information be hoisted on PMS-SPPRA website:

TI Pakistan is urging other provinces and the federal government to replicate this model to ensure transparency and minimize opportunities for corruption in procurement to fight the pandemic.
