Press release: Karachi City Traffic Police Chief and Transparency International Pakistan sign protocol to introduce "Integrity Pact (IP)” and “Open” System

In a meeting held at Police Headquarters, II Chundriger Road Karachi on Monday 29th July 2002 with the Transparency International Pakistan, Saud Ahmed, DIG Traffic, Karachi City Police and Executive Director, Transparency International Pakistan sighed an Memorandum of Understanding to introduce “ Integrity Pact (IP)” and “ OPEN” System in the Departments of Driving Licence and Vehicle Fitness Test. He also designated Dr Aftab Pathan, SP Traffic Police as the Coordinator with TI Pakistan. Under the terms of the MOU, Karachi City Traffic Police Department agreed that Access to Information and elimination of Discretionary Powers is the Key element in setting up Transparent Procedures. The DIG Karachi City Traffic Police has approved a Three member Coordination Committee for the purpose of implementing the Integrity Pact and OPEN System. The Committee comprises of Two (2) representatives from the Karachi City Traffic Police department and One (1) representative from Transparency International – Pakistan.

Saud Ahmed, DIG Traffic. fully supported the aims of TI-Pakistan and said that elimination of corruption is at the core of many enduring innovations of the present government. The delegation of TI-Pakistan which comprised of Executive Director Shaukat Omari, Legal Expert Advocate Jawed Ahmed Siddiqui and Contract person Syed Adil Gilani was informed by Saud Ahmed, that Police Department during last two years introduced revolutionary measures in its procedures which has brought good results. He emphasized that Karachi Traffic Police really needs drastic improvements in its Departments of Driving Licence and Vehicle Fitness Test. He stated that it is a historic day, as Karachi Traffic Police by signing the MOU with TI Pakistan has confirmed its pledge that it intends to go Transparent in all its departments. It was agreed that the two departments should be decentralised into smaller units spread all over Karachi and driving test also carried out on simulators.

The purpose of this programme is that in the Karachi Traffic Police Department all services and responsibilities must be carried out without giving or taking any kind of benefit, financial or otherwise, a code of Conduct be practiced both in Spirit and in action by all within the Karachi City Traffic Police, it provides for Access to Information to the Community, thus accomplishing the necessary Transparency in all its dealings, the possibility of Easy Access to monitoring the procedures through the internet, Transparency and Internet Access to the customer’s application for a Driving License thus removing Public Distrust and in addition, it ensures that all activities and decisions of the Karachi City Traffic Police are transparent .
