CURRENT ACTIVITIES TI PAKISTAN is currently involved in the following projects:

Child View of Corruption A comprehensive program has been developed in association with the Education Department of City District Government Karachi.Ten schools 5 male and 5 female,have been selected from each of the 18 Towns in Karachi.Poster painting, essay writing and skits competition will be held from amongst the students from their schools The
Integrity Pact in Public Procurement Procedures We have had 14-coordination committee meetings to date. Details of this project can be obtained from the project report. It must be mentioned here that the World Bank's Partnership for Transparency Fund (PTF) had approved a grant of US Dollars 22,400/- to carry out this project. This grant was approved at US. Dollars 19,000/- after deducting the International Consultants estimated expenses of US Dollars Six Thousand. This fund reached us in early July. The Integrity Pact is being applied to the Greater Karachi Water Supply Scheme - (K III - Project) a Rupees Six Billion project announced by the KW&SB in April 2001. In addition to applying the Integrity Pact to this particular project, the Board of Directors of KW&SB has resolved to provide complete Transparency within the organisation itself. Time Frame: Depending on our progress, we hope that the preliminary stage of this program which was expected to be completed by end October 2001 has again been extended due to the prevailing circumstances in Pakistan where all projects are on a go slow. The program of the Integrity pact which is being set up with the KW&SB in their Rupee Six Billion GREATER WATER SUPPLY SCHEME (K-III PROJECT) will continue for a period of at least 36-months. Decision: To carry on with the project proposal with the co-operation of the Co-ordinating Committee of the KW&SB. A program for the coming months is being finalised and shall be reviewed in the next meeting of TI-Pakistan. We hope to submit a proposal to continue the Integrity Pact with this project to its finish. We feel that Monitoring throughout the Engineering Design, Construction up to the final handing over to the KW&SB, or at least at a stage where we have had the desired results from the IP program is a must for the success of the Integrity Pact.. We are therefore preparing a proposal for submission to the PTF for the second phase.
Survey
on Developing a Corruption Perception Index This is again a study to be carried out on the Citizens Feedback during the Household survey on the Corruption Levels in the various Civic / Utility Agencies and Government departments within the Province of Sindh, based in Karachi. We have selected 10 agencies for this study. Time Frame: 3 months
ending February 2002. To
Organize NGOs to Form a Coalition against Corruption With the existence of so many NGO's in Karachi one would think that any good cause taken up would automatically be successful, but unfortunately it is not so, especially for a cause in which an MGO is fighting corruption of some form. Corruption is rampant in every Government department and Civic Agency and there is very little that can be done about it. Though to be fair the present Government is trying not very successfully to ring to heel some of the corrupt elements within the Departments. The National and Regional Accountability Bureau's through its monitoring cells has been marginally quite effective in combating corruption. The main reason for this success is not that corruption has been controlled but that all development projects have come to a standstill. The NGO's themselves are not really winning any battles, solely because most of the NGO's are fighting lone battles. This we must try and rectify and bring together like-minded NGO's to form a loose coalition to fight Corruption. Time Frame: 12-24

to Cooperate with the Ministry of Education to Fight Corruption
This is a very comprehensive program in which we hope to inform children of the evil influences of Bribery and Corruption. To develop in young children the spirit of fighting corruption AND MAKING PAKISTAN A BETTER PLACE TO LIVE IN. This shall comprise many different programs under one program. Great Progress has been made so far and we have not only had more than 12 coordination meetings with various officials of the Ministry of Education but also with the Directorates of Primary and Secondary Education. A progress report on this program will be submitted separately. The final co-ordination meeting was held on Tuesday 28th. August to decide on the Date for the inauguration, the venue and the Chief Guest.It was then decided to Inaugurate the program on Children's Universal Day Monday 1st. October 2001. The Venue selected was the Sindh Assembly Building the same site ion which the Quaid-e-Azam gave his Speech on being Elected President of the Constituent Assembly of Pakistan on 11th. August 1947. The Chief Guest Governor of Sindh Mohammadmian Soomro has kindly consented to act as Chief Guest. We have held the Opening Ceremony or Inauguration of the Awareness Program on Monday 4th. October which coincides with Universal children's day. The program was a total success. We also made a very successful presentation to the UNICEF in Karachi but we are not sure whether they will support the program. We shall much appreciate any effort on the art of TI towards raising funds for this program. TI-Pakistan was requested to send details of this program by Frank Vogel Vice Chairman, Board of Directors of TI for the possibility of replicating this program and at the same time funding it in Pakistan. Decision: We have decided to give this program top priority, where the intention is to strike at the very roots of corrupt practices. Judicial
Reforms: Transparency in the Judicial Procedures Convenor: Mr. Jawaid Siddiqui. This is a program proposed by Mr. Jawaid Siddiqui, Advocate and Law practitioner, which would look into the state of Pakistani criminal law and the judicial system which is presently in complete disarray, with the remnants of the decaying system in shambles. This was earlier discussed with the Federal Minister of Law, Barrister Shahida Jameel, who has expressed her willingness to co-operate in the possible implementation of TI recommendations for the improvement and transparency of the judicial system.We were scheduled to meet the Minister of Law Barrister Shahida Jamil on the 8th. of September to discuss the issue but had to be cancelled to the 29th of September in a workshop which TI-Pakistan had organized but had to be cancelled due to the events of he 11th of September. Time Frame: Continuous The above is a summary of the discussions held and the decisions taken on various proposed programs. The Convenors have been requested to prepare a Plan of Action for the implementation of the proposed programs that they have opted for and expedite the implementation. The proposal shall also include a budget proposal.
The
Integrity Pact on the Implementation of the OECD Convention on ombating
Corruption in Pakistan This is a project that we have initiated very recently after having long discussions with Margit Van Ham and Dr. Michael Wiehen. We feel that this program that we have initiated will go a long way in the IMAGE BUILDING PROCESS OF PAKISTAN and the possibility of influencing the International Business Community for investment in Pakistan. We have met with Lt. Gen Moinuddin Hider former Governor of Sindh who is now the Minister of Interior. We have given him a paper that we presented to him to introduce the program and he has given us his complete support. He has consented to act as an intermediary between the Government of Pakistan (the President) and the Business community. We have had a meeting with Dr. Abdul Hafeez Shaikh - Provincial Minister for Finance who has promised us his complete support in this venture. We have also met a number of Chief Executives of leading Foreign and Multinational companies operating in Pakistan including the Secretary Generals of the American Business Council and the Overseas Investment Chamber of Commerce and Industry. Who are keen to support the program if we can put it together. Details of this program are available in a separate report. "Island
of Integrity" with the City Government" This program is being initiated by the Lord Mayor of Karachi (City Nazim) Mr. Naimatullah Khan, in which we are to make a presentation to him in November. He has expressed his interest through Mr. Saleem Azhar - Advisor Technical Affairs who has confirmed the Lord Mayor's interest in developing Karachi City under an Integrity Pact to fight corruption in the Administrative, Financial and Procurement departments of the City Government. We have informed him prior to this forthcoming meeting that we intend to make this presentation as an "Island of Integrity" but that the Integrity Pact shall be limited to "One Town" (the Gulshan-e-Iqbal town) and not all the 18 towns of Karachi. If this venture is successful in this one town then he can as Lord Mayor replicate the Integrity Pact in the other towns of Karachi City. |
