12th Youth in Governance Workshop
The University of Azad Jammu and Kashmir, Muzaffarabad,



12th YinG workshop was held at The University of Azad Jammu and Kashmir, Muzaffarabad on 13th & 14th September 2011. A total of about 250 people attended the workshop from 21 universities from all over Pakistan.
DAY 1
INAUGURAL SESSION
The inaugural session started with the recitation of Holy Quran & Naat Sharif. Dr. N.I.Khowaja Director Projects, TI-P introduced Transparency International Pakistan. Prof. Dr. Raja Nasim Akhtar, Dean, faculty of Arts, The University of Azad Jammu & Kashmir, Muzaffarabad represented Prof. Dr. Habib ur Rahman, Vice Chancellor, AJKU as the Chief Guest on account of his preoccupation with some urgent work.
In his speech he appreciated TI-P’s work & said that Pakistan’s Youth is very talented, we should increase the knowledge of our youth regarding corruption. The session ended with the promise that everybody will do their best to eradicate corruption.
SESSION 1
 1st Session was chaired by Prof. Dr. Haleem Khan, Dean Faculty of Science, The University of Azad Jammu and Kashmir, Muzaffarabad & the Topic was “Management of Technical Procurement” presented by Dr. Khalil A. Qureshi H.I;S.I, Former member, Pakistan Atomic Energy Commission. Director, School of Science & Engineering, LUMS Lahore.
 In his speech he talked about procurement, and its practices. He also talked about corruption & risks of corruption. At the end of his speech he gave suggestions about controlling corruption.
Prof. Dr. Haleem Khan said that corruption is destroying the nation and the process of its eradication will take time if the people have a laid back attitude.
GROUP ACTIVITY
Participants were asked to make 10 groups & nominate a leader for each group; the theme of the activity was ‘Good Governance’. Various topics were given to each group & asked to write 5 to 10 points on that topic. After completion they were asked to share their points with group who had the same topic. At the end each group leader gave presentation of 3 minutes.
SESSION 2
2nd Session was chaired by Prof. Dr. Nadeem Haider Bukhari, Chairman, Dept. of English, The University of Azad Jammu and Kashmir, Muzaffarabad. The Topic of the session was “How bureaucracy can help in reducing corruption” presented by Mr. Shakel Ahmed, Addl. Secretary (R), Govt. of Pakistan. In his speech he said that ‘Fortunes are made by nations.’ That is why we should vote loyal & new people. He also gave an overview on types of corruption. He talked about illiteracy in Pakistan due to which people are not aware about corruption; Pakistani citizens need to increase their knowledge. He also explained the role of Audit in monitoring corruption.
At the end Dr. Nadeem Haider Bukhari gave his views about corruption in Pakistan. He said we select corrupt leaders ourselves and blame them for misusing their authorities.
SESSION 3   
The 3rd Session was chaired by Dr. N.I.Khowaja, Director Projects, Transparency International Pakistan. “Politicized educational system: Can it be corrected?” was the topic of this session and was presented by Prof. Dr. Raja Nasim Akhtar, Dean Faculty of Arts, The University of Azad  Jammu and Kashmir, Muzaffarabad. He was of the opinion that Pakistan does not have any proper framework that is why we cannot change our system, political parties are interfering in our education system which has already destroyed the roots. After the speech Question & Answer Session took place. At the end Dr. N.I.Khowaja gave his views about corruption; he was of the opinion that we should remember our history and good leaders and should learn from them.
GROUP ACTIVITY
Another group activity took place on the theme of “Corruption”. The groups were same as 1st activity; Case studies on corruption were given to all groups & asked for its solution. After completion participants were asked to handover the given cases & the suggested solution to some other group & asked the other group to jot down the possible challenges that may come across while seeking the suggested solution. At the end each group leader gave presentation of 3 minutes.
DAY 2
SESSION 1
This session was chaired by Prof. Dr. Syed Nisar Hamdani Director, Kashmir Institute of Economics, AJKU. The Topic for this session was “Leadership with quality” presented by Mr. Rauf Khalid, President, National Institute of Cultural Studies, Islamabad. He said that we should select a leader from the masses. He motivated the participants to come forth and help in eradicating corruption by giving them examples of real life heroes, who gave their lives for a cause. After the speech a question and answer session was held which helped the students in understanding the topic. Prof. Dr. Syed Nisar Hamdani the chair of the session then gave his views about reducing corruption from Pakistan. He said that justice, peace and transparency are the keys to eliminate corruption.
SESSION 2
2nd session was chaired by Prof. Munir-ul-Hasan, Director Advance studies, & Research The University of Azad  Jammu and Kashmir, Muzaffarabad .The Topic for this session was “Corruption in policymaking: How it ruins a state” presented by Dr. Parvez Tahir, Former member, Planning Commission of Pakistan. In his speech he discussed misuse of authority that increases corruption which will eventually lead to failure. He also said that corruption cannot be eliminated in a blink of an eye.
After the speech question & answer session took place. Prof. Munir-ul-Hasan said that we are suffering because of the leaders who are responsible for making wrong decisions. We should stand and vote against them.

GROUP ACTIVITY
Participants were asked to make 10 groups & nominate a leader for each group; the theme of the activity was “Accountability Mechanisms”. The judge of this activity session was Mr. Shakeel Ahmed, Addl. Secretary (R), and Govt. of Pakistan. Various topics were given to each group, participants were asked to write kinds of corruption that exist in the selected sector, what made it impossible to curb corruption, & participants were asked to suggest an accountability mechanism, which included different phases, differentiate from the past efforts, & asked to design a tag line reflecting the essence of the model.
After that group leaders gave presentation of 3 minutes.
Mr. Shakeel Ahmed announced results for this group activity.

  •  ‘1st Prize’ was won by the participants of International Islamic University Islamabad, The Islamia University Bahawalpur, Karakorum University Gilgit, The University of Azad & Jammu Kashmir Muzaffarabad, and Kohat University.
  •  ‘2nd Prize’ was won by the participants of Arid Agriculture University Rawalpindi, Agriculture University Faisalabad, Bannu University, Al-Khair University, The University of Azad & Jammu Kashmir Muzaffarabad.

 

  •  ‘3rd Prize’, was won by the participants of Hamdard University Karachi, Fatima Jinnah Women University Rawalpindi, & Quaid-e-Azam University Islamabad.
  • Consolation Prize’, was won by the participants of  Agriculture University Peshawar, Quaid-e-Azam University Islamabad, Kohat University, Agriculture University Faisalabad, The University of Azad & Jammu Kashmir Muzffarabad.

 

CONCLUDED SESSION
Remarks of some of the participants representing fifteen universities about the workshop and the possible means that can be adopted for the elimination of corruption are given below.

  • Ms. Sehrish Sarwar from Fatima Jinnah Women University Rawalpindi said that ‘Corruption is the misuse of Authority’.
  • Ms. Maryam Fatima from International Islamic University Islamabad said that ‘we need to rescue Pakistan State not Pakistan government.’
  • Mr. Hammad Tahir from Shah Abdul Latif University, Khairpur said that ‘Corruption is the Soul problem.’
  • Mr. Amjad Sajjad Khowaja from The University of Azad Jammu and Kashmir Muzaffarabad said that ‘From this workshop he learned minimum ways of reducing corruption.
  • A student from Quaid-I-Azam University, Islamabad, gave his opinion regarding the workshop and also criticized some speakers as well as representatives of TI-P.
  • A female student from International Islamic University, Islamabad suggested that we should follow Quran, where all kinds of guidelines for living a good life is given.
  • Mr. Daud from Law College, Punjab suggested that anticorruption laws should be made to eradicate corruption.

At the end certificates were distributed amongst the volunteers of The University of Azad Jammu and Kashmir, Muzaffarabad.
